When to use S1505
Use S1505 for money paid abroad: deemed imports (between SEZ, EPZ and the domestic tariff area). It sits under RBI head 15, refunds, bidding and deemed trade.
The same purpose in the other direction is P1505: Deemed exports (between SEZ, EPZ and the domestic tariff area) (money received).
Form A1 or Form A2
Form A2: the application for every payment abroad other than for goods imported into India. The bank may ask for the documents behind the payment and, unless the code is on the specified list, for Form 145.
Income tax
Not a payment for goods or a service: whether tax is withheld depends on what the payment is (a return of capital, a loan, a claim or income). Your CA decides.
Form 145 / 146: Part D where nothing is chargeable; Part A or C (with Form 146) where tax is due.
GST
Supplies from the domestic tariff area to an SEZ unit or developer are zero-rated; goods moving from an SEZ into the domestic tariff area are treated as imports, with customs duty and IGST on the Bill of Entry.
Reporting and closure
Deemed exports and imports between an SEZ, an EPZ and the domestic tariff area are settled against the invoice and the SEZ documents, like an ordinary export or import.
